This requires two primary documents to be approved by the members and by the Department of Consumer and Business Affairs - the 'Statement of Purposes' and the 'Rules'. The Statement of Purposes contains the reasons for the association's existence and philosophy. This has remained unchanged since the inception of the organization. The rules had remained largely unchanged since the inception of the organization except for the removal of clauses dealing with grading of members. The 2002 changes updated the name (as previously voted on) to the Institute of Instrumentation, Control and Automation, Australia Inc, and corrected a number of typographical errors that had remained in transferring the document from the Companies Act format. The Department provides a set of Model Rules, which can be adopted directly or modified to fit the requirements of the association, provided that they do not stray outside the Department's view of acceptability. The Appendices to the Rules contain the official format for membership application and proxy forms. The 'Rules' cover only operation of the top layer of the organization, as the Model Rules did not envisage a federal structured association. The Division and Branch level operations are governed by the By-laws, which are currently being edited to align them with the Model Rules structures.
